Doraville Cracks Down On Spas, But Can’t Explain Why
“Treat Your Feet” is among a half dozen businesses issued citations three times this year by the city of Doraville, according to their attorney. The businesses provide massages.
But “it’s not a massage parlor, as in the dirty word ‘massage parlor.’ It’s a foot masssage,” said customer Tim Taylor.
Yet the foot massage businesses say the city of Doraville has rewritten its rules and now treats them as if they were risque adult massage parlors.
“None of the things that go on in adult massage parlors go on there,” said attorney Alan Begner. “No private rooms, no scantily clad women. The customers don’t get nude. They just roll their pants legs up.”
Doraville police chief John King tells 11 Alive News there has been no suspicion nor charges of anything illegal or untoward at the city’s half dozen foot massage businesses.

Ban on texting while driving, other laws kicking in

ATLANTA – Starting Thursday, Georgia drivers caught checking e-mail, sending text messages or using the Internet while behind the wheel could face a $150 fine and get a point added to their driver’s license.
The law is one of several that take effect on July 1. Teen drivers will also be barred from talking on a cell phone while driving.
As of Thursday, the governor or any former Georgia governor can perform marriage ceremonies. It will also be illegal for massage parlors to operate escort services or employ unlicensed massage therapists.
During a marathon session that lasted nearly five months, the Legislature passed more than 140 bills in the Senate and 80 bills in the House that take effect July 1, including:

Perdue Signs Massage Parlor Bill
Gov. Sonny Perdue signed a bill Tuesday that allows law enforcement officials to crack down on massage parlors suspected of engaging in illegal activity.
The measure increases penalties for convictions, including misdemeanor charges for the first offense and an aggravated misdemeanor for a second offense. Anything after that will be a felony with prison time of one to five years, and/or a $25,000 fine per offense.
The new law also holds spa owners and operators accountable if they’re proven to be involved in illegal activities.
The bill also lets local officials have more control over massage parlors in their area.
Senator Cecil Staton, a Republican from Macon, introduced the measure.

… Approved SB 299, addressing problems with so- called “zero tolerance” school disciplinary laws, would prevent the immediate jailing of a student without a hearing and give judges more discretion as to how they handle cases. The zero tolerance laws were intended to crack down on serious charges of having weapons in school but have instead often resulted in students being criminalized for minor and insignificant infractions.
· Approved SB 360, which bans motorists in Georgia from texting while driving, and HB 23, which bans teenagers from talking on cell phones while driving. A violation of either law, if signed by the governor, would result in a fine of up to $150 and one point on the driver’s license of the offender.
· Approved an amended version of SB 364, which would increase the penalties for criminal offenses in massage parlors and spas. The Senate agreed with House amendments, and the bill now goes to the governor.

The Legislature also gave final passage to a long-discussed series of property tax reforms designed to hold down assessed values and make it easier for property owners to appeal those values. They voted to toughen state regulations on massage parlors, cracking down on prostitutes and parlor owners that use massage as a cover.
Shortly after 11 p.m. the House and Senate passed gun legislation that redefines and clarifies where licensed gun owners can carry their firearms. Bars would be OK, if the bar owner approves. So would college parking lots, so long as the gun is left in the owner’s car.

Staton also was heavily involved in strengthening the state’s massage parlor regulations, primarily to crack down on their proliferation in and around Macon by upping the penalties for charging for a massage without a license. Staton’s bill also makes it clear that local governments can pass more stringent rules, which Macon and Bibb County have been considering.

… The last two days of the session are always a very dangerous time,” said state Rep. Alan Powell (D-Hartwell). “It’s one thing that hasn’t changed in the legislative process. The best lobbyists are at their best during this time when it comes to slipping in legislation at the last minute.”
Teacher advocacy groups vowed to keep fighting an effort by Gov. Sonny Perdue to make a last-minute push to require student performance as part of teachers’ job evaluations.
On Tuesday, a bill that would have allowed that to happen was sent back to committee. After that move and with only day left, that proposal’s not considered a priority among House leaders.
The House also passed legislation that would allow prosecutors to go after the owners of massage parlors whose businesses double as sex parlors. The bill is specifically focused on Macon, which is battling an image problem with about 25 massage parlors in and around the city.

Macon could soon be better equipped to fight those massage parlors that are doubling as sex parlors and hurting the city’s image.

Macon, which sits along I-75 in Middle Georgia, has about 25 massage parlors inside the city or nearby. That’s more per capita than operate in Atlanta, Washington or San Francisco, said Sen. Cecil Staton (R-Macon), the bill’s sponsor.
Current law, he said, makes it difficult to crackdown on sex parlors that advertise as massage parlors, spas and even tanning salons.

The bill gives the state board that licenses massage therapists the authority to impose a $500 fine, not the $5,000 Staton initially proposed. The measure also would clarify that local officials — including those in Macon and Bibb County — are not barred under state law from establishing their own massage parlor ordinances.
