Woodstock police spokeswoman Brittany Duncan tells OutQ News that Joseph Raymond Zeock was arrested early Tuesday morning in connection with the incident.
Investigators first learned of the attack after meeting with the victim—a 17-year-old boy—on July 12th at a local hospital. He told police that Zeock had promised him money in return for certain sexual acts over the weekend. It was then during the alleged encounter that the suspect bound, gagged, and set the teen on fire.
Zeock has since been charged with aggravated battery, cruelty to children, false imprisonment and solicitation of sodomy.
Duncan says the 61-year-old suspect has an “extensive” previous record, including charges that span nearly three decades and three states. These include “corrupting the morals of a minor;” “unlawful sexual contact;” “sexual extortion;” and “promoting prostitution and profit from prostitution” of young teens. She says Zeock also has “numerous financial arrests.”
